The Habitat Conservation Plan (HCP) was created to protect the endangered species of the Edwards Aquifer, comply with federal law, and still recognize the needs of the region to have a reliable source of water. The HCP is intended to help ensure the issuance of an ITP (Incidental Take Permit). This ITP would allow the “incidental take” of endangered or threatened species resulting from otherwise lawful activities involving regulating and pumping of groundwater from the Edwards Aquifer within the boundaries of the EAA for beneficial use for irrigation, industrial, municipal and domestic and livestock uses, and the use of the Comal and San Marcos springs and river systems for recreational and other activities.
